Who needs food registration support?
This service focuses on processed food and beverages intended for commercial distribution, particularly imported product ranges. It is useful when you are selecting an Indonesian importer, preparing a first launch or adding products from another manufacturing site.
Start with the product’s composition, manufacturing process, packaging and intended use. Products marketed as supplements need a separate health-supplement assessment. For a wider category overview, see BPOM Registration Indonesia.
BPOM and the Indonesian applicant
BPOM’s processed-food guidance distinguishes domestic products (MD) from imported products (ML). For imports, the appointed importer or distributor handles registration. Its company-account checklist includes NIB, NPWP, relevant business permissions, SMKPO documentation, an appointment letter and acceptable manufacturing-quality evidence. Read the official applicant requirements.
Before commissioning label artwork, agree who will act as applicant and who can obtain each manufacturer document. MDM can help organise that review and identify gaps in the proposed arrangement.
Include halal requirements in your food launch plan
Plan the applicable halal pathway alongside BPOM registration and import preparation. BPJPH has confirmed implementation from 18 October 2026. (BPJPH statement, 9 October 2026) For imported food, establish which requirements apply to the product and its origin, and how any foreign halal certificate will be handled in Indonesia.
Prepare the product list, manufacturing-site details, ingredient specifications and available halal certificates. Check that each certificate covers the relevant product and site. Identify the Indonesian party responsible for the applicable registration work before fixing shipment or packaging deadlines.
MDM can coordinate the review of product classification, applicant readiness, halal documentation and import preparation within the agreed project scope. The review should identify missing documents, responsible parties and the next steps for each product.
Prepare the product dossier
BPOM’s food guide covers composition, production process, shelf life, production-code information and label artwork. Its service guidance also identifies health/free-sale certificates, product photographs and translation requirements for imported products. For your initial MDM review, organise the information by product rather than sending a single mixed folder:
- Product range: a list of flavours, pack sizes, brands and manufacturing sites, showing which documents relate to each item.
- Ingredients: the formula and ingredient specifications available from the producer, including additives.
- Manufacture and shelf life: the process description, storage conditions and supporting information held by the manufacturer.
- Packaging: photographs of every label panel and editable artwork for the proposed Indonesian version.
- Document status: identify what is final, what is being updated and who can supply missing material.
This working list helps scope the project. The filing checklist must be confirmed for the particular food category and application.
Review labels before committing to print
Use one controlled artwork version for the project. Reconcile the product name, ingredient list, manufacturer details, storage instructions and proposed claims with the supporting documents. Ask the producer to explain any differences between the export packaging and the Indonesian version.
MDM can coordinate a label review within the agreed scope. Resolve outstanding questions before ordering a commercial print run, so avoidable artwork changes do not disrupt your launch plan.
How MDM supports food registration
- Map the range. Review product categories, variants, manufacturing sites and launch priorities.
- Check applicant readiness. Coordinate the local-applicant and manufacturer-document review.
- Prepare the dossier. Organise product information, artwork and unresolved questions for the applicable route.
- Support submission and follow-up. Coordinate application work and responses with the parties responsible.
- Connect registration with trade planning. Identify the import and operational work to be scoped alongside the product launch.
Our role is advisory and operational coordination. BPOM makes the regulatory decision.
Timeline and cost planning
A project estimate should distinguish applicant preparation, manufacturer-document collection, label revisions and authority review. A range with several formulas or production sites may need more preparation than a single well-documented product.
After the initial review, ask for a schedule showing the information still needed, who supplies it and which tasks can run together. The quotation should distinguish MDM’s scope from official charges and any testing, translation or document-authentication work needed. No single fee or turnaround applies to every food project.
Problems to resolve early
- The selected importer cannot yet provide the documents needed for the proposed scope.
- The formula, packaging and manufacturer certificates use inconsistent names or details.
- A multi-product launch has no clear record of which documents belong to which variant.
- Shipping or printing dates are fixed before document and artwork gaps are understood.
Frequently asked questions
Is this the right page for imported food and beverages?
Yes. This page focuses on processed-food projects, including imported ranges. Send the composition, intended use and packaging so the applicable route can be assessed.
What is the difference between MD and ML?
BPOM uses MD for domestic processed-food products and ML for imported products in its registration guidance. The origin of the product and applicant arrangements should be established at the start.
Can I use one document pack for every flavour?
Prepare a product matrix showing what changes between flavours, formulas, pack sizes and manufacturing sites. The review can then determine which documents can be shared and where separate information is needed.
What if my product is sold as a supplement overseas?
Tell us how it is formulated, used and presented. The overseas marketing category alone is not a sufficient basis for planning the Indonesian submission. See our supplement-registration page for that assessment.
Does BPOM food registration also resolve halal requirements?
Treat them as separate workstreams in the launch plan. Confirm the applicable requirements for each product and maintain the supporting evidence for both processes.
Can we rely on an announced halal concession?
An announcement that special provisions are being prepared does not establish an exemption. Check the issued rule, its scope and effective date before relying on it. (BPJPH statement, 9 October 2026)
