BPOM Registration Indonesia
Bringing food, supplements or cosmetics into Indonesia starts with the right product pathway and a prepared local applicant. MDM helps manufacturers, brand owners and importers organise their regulatory work before launch.

Who needs BPOM registration support?
This service is for international brands assessing Indonesian market entry, importers preparing a new product range and businesses expanding an existing portfolio. Start by reviewing the formulation, intended use and proposed claims: the commercial name alone is not enough to plan a submission.
BPOM is Indonesia’s food and drug authority. Food registration, health-supplement registration and cosmetic notification are distinct routes. Medical devices follow a separate Ministry of Health registration pathway.
Choose the right product pathway
- Processed food and beverages: BPOM’s imported-food guidance identifies an appointed importer or distributor and company registration requirements. See BPOM’s food registration guidance.
- Health supplements: applicant eligibility and supporting manufacturer documents must be checked against the supplement route. See BPOM’s supplement guidance.
- Cosmetics: products use a notification pathway, with eligible applicants and a separate product-information file. See BPOM’s cosmetic notification guidance.
Pharmaceuticals and other categories need their own assessment. A food checklist should not be reused for a medicine or a cosmetic.
Requirements and documents to prepare
For an initial MDM review, prepare the following information. This is a scoping checklist; the submission requirements depend on the category and applicant.
- Product list, intended use, formula or ingredients and proposed claims.
- Manufacturer details, production location and available quality documentation.
- Current packaging and proposed Indonesian label artwork.
- Details of the proposed local applicant and its business activities.
- Existing authorisation or appointment agreements and their expiry dates.
For imported processed food, BPOM lists NIB and NPWP, relevant business permissions, SMKPO documentation, an appointment letter and acceptable manufacturing-quality evidence among company-account requirements. Check the official imported-food checklist.
How MDM supports the process
- Scope the product range. Review categories, manufacturing sites and intended launch plans.
- Review applicant readiness. Identify the local entity and clarify who will supply and maintain the documents.
- Prepare the submission work. Coordinate document collection, labelling review and identified gaps within the agreed scope.
- Support application follow-up. Coordinate responses to queries and track outstanding items.
- Plan the next stage. Connect regulatory work with import planning and ongoing compliance needs.
MDM provides advisory and coordination support. Regulatory decisions remain with the competent authority.
Timelines and project dependencies
A useful estimate starts after the product pathway and document gaps have been reviewed. Plan separately for applicant readiness, manufacturer-document collection, submission preparation and authority review. Clarifications or revised labels can affect the schedule.
Ask for a scoped timeline showing responsibilities and dependencies before fixing a shipment or launch date. We do not publish a single turnaround promise across all BPOM categories.
Common problems to check early
- A proposed claim or ingredient that changes the expected product category.
- Different product or manufacturer names across the label and supporting documents.
- An unclear local-applicant arrangement or documents approaching expiry.
- A launch schedule that omits time for document corrections.
Frequently asked questions
Is BPOM registration the same as cosmetic notification?
No. Cosmetics use a notification route. Processed food and health supplements have their own registration pathways; the correct category should be established first.
Can an overseas manufacturer apply for imported-food registration directly?
BPOM’s guidance identifies an appointed importer or distributor as the applicant for imported processed food. The local applicant and its documents should be reviewed before preparing the product submission.
What should I send for an initial assessment?
Start with a product list, formulation or ingredient information, labels, manufacturer details and your proposed Indonesian importer or distributor. We can then identify the information still needed.
Does this page cover medical devices?
Medical-device registration is handled through the Ministry of Health. Use our medical-device service page for a separate assessment.
